Position Description About Harris County and Universal Services: Harris County Universal Services (Universal Services) is transforming the way the County does business and seeks an Enterprise Docusign Administrator to join our team. Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services. Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million. The County’s governing body directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration. Position Summary The Enterprise DocuSign Administrator is responsible for the administration, configuration, and optimization of enterprise workflow and eSignature solutions, with a primary focus on DocuSign and related SaaS platforms. This role partners with business stakeholders, architects, and technical teams to design and implement scalable, secure, and user‑centric solutions that streamline document generation, approval workflows, and service delivery across Harris County. The position plays a key role in advancing digitization initiatives through workflow automation, system integrations, and platform governance. In addition to solution delivery, this role provides ongoing support, troubleshooting, and performance optimization of enterprise applications, ensuring system integrity, data flow, and compliance with County standards. Duties & Responsibilities Administers and configures DocuSign eSignature, including user management, permissions, templates, and reporting Owns and standardizes enterprise DocuSign templates, workflows, and governance practices across departments Designs and maintains standardized, data‑driven templates and workflows to streamline document generation and execution processes Collaborates with business stakeholders to gather requirements, map processes, and implement scalable workflow and digitization solutions Develops and maintains integrations between enterprise platforms to ensure reliable data flow Provides operational and administrative support for SaaS platforms, ensuring system availability, performance, and security Troubleshoots system issues and resolves service requests by diagnosing root causes and coordinating with vendors as needed Supports governance activities including requirements documentation, testing, deployment, and adherence to compliance and audit protocols Partners with solution architects to align data models, integration patterns, and system design with enterprise standards Provides user training, documentation, and guidance to support adoption and effective platform utilization Collaborates with internal teams to identify opportunities for automation, process improvement, and enhanced system capabilities Serves as the primary SME for DocuSign, providing technical leadership, administration, and support Requirements Education Associate Degree or two‑year technical certificate in Computer Science or other related field Experience Three (3) to six (6) years of experience in SaaS platforms, workflow automation, or enterprise application support/development Hands‑on experience with DocuSign or similar eSignature platforms strongly preferred Experience administering DocuSign (and/or other eSignature/CLM), including templates, permissions, and reporting Experience with system integrations and APIs Experience with process design, including process mapping, requirements documentation, and acceptance criteria development Experience supporting enterprise applications in a production environment Experience with enterprise content management systems (OpenText, SharePoint) preferred Scripting or programming experience (e.g., JavaScript, PowerShell, or similar) preferred Knowledge, Skills & Abilities Knowledge of workflow automation, system integrations, and cloud‑based applications Familiarity with REST APIs, JSON, and integration patterns Understanding of data models, testing/validation processes, and system design principles Strong problem‑solving and analytical skills Effective communication and stakeholder engagement Ability to translate business requirements into scalable technical solutions Ability to manage multiple priorities in a fast‑paced environment Ability to provide technical guidance, training, and user support Preferences Bachelor’s Degree in Computer Science or a related analytical field Experience with OpenText, SharePoint, or similar ECM platforms Experience working in a government or regulated environment General Information Location: 1111 Fannin, Houston, TX 77002 Work Arrangement: Hybrid; exact schedule to be determined by direct manager Employment is contingent upon passing a background check and drug screen.
